Taekwondo Hanmadang 2000 Rules

Article 1. (Objective)

To proceed the Hanmadang Competition smoothly with integrated rules and fairness.
 

Article 2. (Boundary)

This rules will apply to the Hanmadang Competition
 

Article 3. (Arena)

The arena is 12m X 12m, and level surface. Floor can be replaced with elastic mattresses. The organizing committee can adjust the size of arena.

(Location display)

1. Inspector    2 meters from the center of arena

2. Umpire   1 meter from the center of arena, and 2 ~ 5 umpires horizontally with 1 meter gap between them

3. Scorer    3 meters to the right of coach

4. Players     Center of arena

5. Standing by    1 meter behind to the right
 

Article 4. (Player)

1. Condition

    Kukkiwon Poom or Dan holders

2. Costume

    Wear official Taekwondo suit, and number provided by the organizing committee

3. Responsibilities

    - Illegal steroids are not to be taken
    - Be aware of rules
    - Make yourself tidy, and not to carry unnecessary objects
    - Start within 10 seconds for Poomsae competition, and within 2 minutes for kyuckpa competition
    - Not to secede from the arena without the inspector's permission
 

Article 5. (Categories)

Competition will be carried out by categories
 

Article 6. (Events)

Events of competition are as follows

1. Poomsae event
    - General Poomsae (Existing Poomsae)
    - Creative Poomsae

2. Kyuckpa event
    - Power kyuckpa
    - Application kyuckpa

3. Taekwon Gymnastics

4. Self-defense
 

Article 7. (System)

1. Competition

    - Individual competition
    Decide the rank by the points acquired and the volume of kyuckpa

    - Group Competition
    Decide by the performance of each team consist of 5 ~20 people

2. Competition method
    - Preliminary, semi-final and final
 
 

Article 8 (Time)

1. Poomsae performance
    - Should be completed in 3 minutes, but the time for creative poomsae can be adjusted

2. Kyuckpa performance
    - Should be completed in 5 minutes, including the warming-up time

Article 9. (Kyuckpa materials)

Kyuckpa materials can be pine board, granite, tile, and others according to the organizing committee's decision
 

Article 10. (Drawing lots)

Decide the order by lot under the witness of officials and representative of players. The drawing order will be decided by the participating players' name.
 
 

Article 11. (Procedure)

1. 20 minutes prior to the scheduled time, the name of a player will be announced 3 times with 1 minute of interval, the player whose name announced has to stand by at the standing-by bay.

2. After 1 minute of scheduled time, if the player does not turn up, assume that he or she gave up the match

3. When a player's name is announced, position oneself at the arena with an instructor's command while facing to the umpires

4. Start the performance with the umpires' order; "junbi", "shizak"

5. When the performance is completed, bow to the umpires before walking out to the player's standing-by bay for the result. For group, line up in a row before walking out.

6. As soon as the result is announced, leave the arena
 

Article 12 (Scoring and Expression)

1. Overall score or score by each category

2. Overall score for the preliminaries, and individual score and overall score for the final should be expressed on the scoreboard
 

Article 13. (Scoring method)

1. Poomsae
    Decide it by score

2. Kyuckpa

    - Power kyuckpa
       Decide it by the volume of kyuckpa

    - Application kyuckpa
       Decide it by score

3. Self-defense
    Decide it by score

4. Taekwon Gymnastics
    Decide it by score
 

Article 14. (Scoring criteria)

1. Umpire uses below criteria for scoring

    1) Poomsae

        - Formation and practicality
            High-skilled, Artistic point, Manner and etiquette, Originality, Harmony

        - Expertness
            Eyes, Breathing, Balance, Power control, High and low speed, Techniques, Concentration of spirit, Accuracy

    2) Kyuckpa

        Volumes for the power kyuckpa, and scores for the application kyuckpa

        - Formation and practicality
            High-skilled, Originality, Artistic point, Manner and etiqutte

        - Expertness
            Harmony and order, Accuracy, Techniques, Concentration of spirits

    3) Self-defense

        - Formation and practicality
            Diversity of techniques (Chagi, makgi, chirugi, kuckgi etc)
            Legitimacy
            Manner

        - Expertness
            High-skilled, Accuracy

    4) Taekwon Gymnastics

        - Formation and practicality
            Two thirds of Taekwondo motion
            Harmony
            Beauty
            Diversity
            Manner

        - Expertness
            Balance
            Power control
            Completion of techniques

2. According to the above criteria, umpires record the score as following

    - High (15, 14, 13, 12, 11)
    - Average (10, 9, 8, 7, 6)
    - Low ( 5, 4, 3, 2, 1)

3. 100 points is consist of perfect score (15 points) for the "Formation and practicality", perfect score (15 points) for the "Expertness", and basic score 70 points. In the five umpires' scores, excluding the
highest and lowest scores, add three umpires' scores to get the average score. When there are three umpires, just add three umpires' scores to get the average score.
 

Article 15. (Umpire)

1. Qualification

    - A person holding a high rank, and has an experience of teaching Taekwondo more than 20 years

    - An expert recognized by Kukkiwon

2. Duty

    - Be well aware of rules
    - Item checkup
    - Swift and accurate scoring
    - Be able to ones view when the inspector ask for it
    - Responsible for the decision

3. Uniform
    - Wear the assigned uniform
 

Article 16. (Inspector)

1. Qualification

    - A person holding 9th Dan, and has an experience of teaching Taekwondo more than 30 years

2. Duty

    - Overall supervision
    - Statement at the Request
 

Article 17. (Recorder)

1. Inform the exact time to the inspector

2. Record the scores
 

Article 18. (Umpire quota)

1. One person of inspector, and five people of umpires

2. An umpire belong to the player's team can not be assigned
 

Article 19. (Contingency)

Deal with the contingency as follows

1. In regard to the performance, settlement should be done by mutual agreement between the inspector and umpires

2. In regard to other matters, settlement should be done by the agreement of Inquiry.
 

Article 20 (Request)

1. Prior to the opening of Event, the Request committee is organized as follows

        - The Request Committee is consist of the Technique Committee members
            Chairperson, 1 person
            Committee members, under 8 persons

        - The Request Committee members are appointed by the Chairperson

2. The Request Committee can practice a disciplinary measure

3. Request procedure

        - In order to file an objection, submit a reason and the request fee within 10 minutes of time after the game

        - The decision will be made by majority

        - After the decision of the Request Committee, no more objection can be filed

This rules are in force from the date of 1st November, 2000
